Do you need a permit?
The City of Waterloo requires a building permit for most attached and raised decks. Ground-level, freestanding platforms are usually exempt, but the zoning by-law still applies to where the deck can sit.
Waterloo has a specific deck rule worth knowing early: a deck may extend up to 3.0 m into the required rear yard, but no deck can be within 4 m of the rear lot line.
What to include
The provincial form plus Waterloo's Owner Declaration. Online applicants complete the digital equivalent.
Identifies the designer and their BCIN. Glass, vinyl, aluminum, or composite railings and helical piles need an engineer's stamp.
To scale and dated, showing the deck location and its distances to the property lines.
Deck size, post and beam layout, joist size and spacing, stair location, and deck board info.
Deck height, railing height, footing size and depth, and connection details.
Railing attachments, ledger board connection, and stair measurements.
Waterloo zoning and local rules
The City of Waterloo runs on Zoning By-law 2018-050. A deck must be attached to the principal building, can extend up to 3.0 m into the rear yard, and must stay 4 m from the rear lot line. The building's side-yard setback applies to the deck unchanged. Confirm your zone on the city zoning map.
One Waterloo-specific catch: a deck is excluded from the lot's impervious-area limit only if it has board gaps of at least 3 mm, boards no wider than 0.30 m, no roof, and pervious ground beneath. Footings reach below the frost line, and if your lot is in a Grand River Conservation Authority regulated area you may need a GRCA permit too.
